Want to build a robot willing to pay

Hello,
Is there anyone that can create a robot with app that controls it from android

Here is what i  need:
Robot should be small.
Robot should be able to walk/drive all directions.
Robot could fly all directions
Robot has camara with night vision. Motion detection is advantage.
Cam can move up down right left

Robot can be controlled via wifi
Robot is controlled from internet.
Robot cam output is stored on cloud.

Can anyone build this. Let me know how much it will cost.
