I can't connect to cloud server. 'cloud server did not respond` what could be a problem?

The server is located in the Netherlands. Now we will add some resources for the server. But the server is not overloaded even now.
The first ping may take a long time because it is searching for a route. Next, the connection follows the found route and takes less time.
I have stable ping 63-72 ms.
If your ping is longer, please write your location so we can check it.
